DGCA CAR Section 7 — Charter Operations — India
What to enter: The calendar date of the proposed flight.
Why it matters: Used to anchor rolling 7-day and 28-day duty-window calculations against your Duty History log.
Example: Flight on 2 April 2026 → select 02/04/2026
What to enter: The local time the pilot signs in at the crew room, ops desk, or dispatch. This is when the Flight Duty Period (FDP) clock starts.
Not the flight departure time — enter the crew sign-in time, which is typically 60–90 min before departure.
• 06:00–09:59 → Column A (standard)
• 10:00–17:59 → Column B (longest FDP limit)
• 18:00–05:59 → Column C (shortest FDP limit — night window)
Tip: Reporting before 06:00? Tick “Early Start” in Duty Conditions.
EOBT = Estimated Off-Block Time
The time the aircraft pushes back from stand or begins taxiing — when the chocks are removed. This is when the flight time clock starts.
Always later than the report time (typically 60–90 min after sign-in, once pre-flight checks and briefing are done).
Use the actual or estimated push-back time from the Ops plan or ground handler.
Example: Report at 06:00, pre-flight done, aircraft pushes at 07:00 → enter 07:00
EIBT = Estimated In-Block Time
The time the aircraft arrives on stand at the destination and chocks are placed — engines shut down. This is when the flight time clock stops.
For a multi-sector duty, enter the final sector’s block-on time.
DGCA charter limit: max 8 hours per 24-hour period.
Example: Aircraft parks at 10:00 → enter 10:00. Flight time = 07:00 to 10:00 = 3h 00m
What to enter: The time all post-flight duties are complete — debrief, tech log, paperwork done — and the pilot is officially released from duty. This is when the FDP clock stops and the rest period begins.
Always later than EIBT. Allow 30–60 min for post-flight tasks on a charter operation.
This total must not exceed the DGCA FDP limit for the sector count and report window.
Example: On blocks 10:00, debrief done 11:00 → enter 11:00. FDP = 06:00 to 11:00 = 5h 00m
What to enter: Total number of take-off and landing pairs planned for the duty day. Each separate leg = one sector.
• 1 sector → up to 12h 00m FDP (1000–1759 report)
• 2 sectors → up to 11h 30m
• 3 sectors → up to 11h 00m
• 4 sectors → up to 10h 30m
• 5+ sectors → up to 10h 00m
Examples: DEL→BOM = 1 sector | DEL→BOM→HYD = 2 sectors | DEL→BOM→HYD→MAA = 3 sectors
Ferry/positioning sectors where crew are operating count fully. Dead-heading as passengers does not count.
Tick if: A third (or fourth) qualified pilot is rostered on this duty AND an approved in-flight rest facility is available on the aircraft.
• 1–3 sectors: +3h 30m
• 4 sectors: +2h 00m
• 5+ sectors: +1h 30m
Do not tick if the extra pilot is only at base — they must be onboard for the augmented allowance to apply.
Tick if: Any part of the Flight Duty Period falls between 0000 and 0600 local time.
Includes duties starting the previous evening and running into early hours, or duties starting at/after midnight.
Also raises the fatigue risk score.
Example: Report 22:00, duty ends 04:30 next morning → tick Night Duty
Tick if: The duty report time is before 06:00 local time.
This is separate from Night Duty — a 04:30 report with no overnight flying still qualifies as an Early Start.
The tool applies this automatically when you tick this box.
If both Early Start and Night Duty apply, tick both independently.
Tick if: A planned ground rest is scheduled within the FDP — e.g. crew operates one sector, rests at a transit station, then operates a return sector later the same day.
• Rest at a suitable accommodation facility (not an aircraft seat)
• Minimum in-duty rest: 3 hours
• Requires prior company approval
Different from augmented crew rest — this is a ground rest, not an onboard rest facility.
Tick if: The pilot’s recent roster rotates frequently across day, evening, and night shifts without a consistent sleep window — a known fatigue amplifier.
Does not directly change the FDP limit.
Example: Mon 0600 report → Tue 2200 report → Wed 0400 report = disruptive pattern
Leave ticked (default): The pilot has been in the departure base timezone for 48+ hours and their body clock is aligned with local day/night.
Untick if: The pilot recently arrived from a significantly different timezone — e.g. returned from an international layover or positioned from overseas within the past 48 hours (crossing 3+ time zones).
UMS = Unforeseen Minimum Safe extension
Tick only when: The FDP is extended beyond the normal limit due to unforeseen events discovered at or after departure — ATC delay, diversion, or a technical issue encountered mid-flight.
Requires a formal commander declaration and a post-duty report to the company and DGCA.
Do not tick for pre-planned extended duties — UMS applies strictly to in-flight unforeseen events.
What to enter: Actual hours off — from when the previous duty ended to when this duty’s report time begins.
• Standard between duties: 12h 00m
• After night duty: 14h 00m
• After maximum FDP: 14h 00m
• Weekly rest (any 7-day period): 36h continuous
Rest = duty-off to duty-on. Travel time from aircraft to hotel reduces effective rest — do not count hotel-to-crew-room travel as rest time.
Example: Yesterday’s duty ended 20:00, today’s report 06:00 → enter 10h (FAIL — below 12h minimum)

Charter operations under DGCA CAR Section 7 Series B Part I apply to all crew members regardless of role. Both PIC and SIC must independently comply with all FDP and flight time limitations.
